Welcome to the CYBERSPACE newsletter! | |
CYBERSPACE is a three-year project funded by the European Union's Internal Security Fund - Police programme. The project aims to provide policymakers, law enforcement agencies and the private sector with a more comprehensive understanding of cybercrime and cyberattacks in the EU. Insights will be used to develop investigative tools, improve information sharing, and better detection, response and prevention of cybercrime.
Every six months CYBERSPACE will release a newsletter with project activities and project related content such as blogs, reports, events and conferences.

The CYBERSPACE team
The CYBERSPACE consortium is made up of 11 partners from eight EU countries, covering a variety of sectors related to cybersecurity: research and technology organisations, law enforcement agencies, governmental institutions, cybersecurity, privacy and ethical technology companies. The CYBERSPACE project is coordinated by Hochschule für den öffentlichen Dienst in Bayern (University of Applied Sciences for Public Administration and Legal Affairs in Bavaria).

The second annual CYBERSPACE consortium meeting - 23 May 2023 | |
On 23 May 2023, the CYBERSPACE consortium gathered in Dublin for our second annual in-person consortium meeting.
The day was full of updates and presentations from partners to inform the consortium on the progress of CYBERSPACE. Partners showcased the latest versions of the CYBERSPACE tools and highlighted key findings from their research. The consortium members planned future activities to take place in the coming year including hackathons and trainings.
Overall, the day was very fruitful and we are looking forward to meeting again next year! | |

CYBERSPACE presented at the United Nation's General Assembly Ad Hoc Committee | |
CYBERSPACE partner, Privanova, had the great pleasure of presenting at the Fifth Intersessional Consultation of the United Nations Ad Hoc Committee. Organised by the UN Office on Drugs and Crime and held in Vienna on 20 and 21 June 2023, this international forum was established to devise a comprehensive convention on counteracting the use of information and communication technologies for criminal purposes.
In this context, Privanova’s role was more than just participation – it was about voicing the collective expertise and efforts of the LEA Projects Cluster on a platform that influences international cybersecurity policies and procedures.

The formation of the CYBERSPACE Stakeholder Board | |
Earlier this year, the CYBERSPACE project formed its Stakeholder Board. The CYBERSPACE Stakeholder Board is made up of 18 academics, LEAs, CERTs and cybersecurity experts. The Stakeholder Board meet virtually on a quarterly basis to discuss the latest developments in CYBERSPACE and provide their expert knowledge and experience on our work.
On 24 May 2023, a hybrid Stakeholder Board meeting was held in Dublin and online. Project partners gave an overview of the CYBERSPACE project and explained its main aims and objectives and the activities undertaken to date. The stakeholder board members engaged in multiple discussion topics on cybersecurity such as the human factors involved in the reporting of cybercrime.

Cybercrime & Cyberattacks: Identifying reporting gaps and the story behind them | |
Public and private organisations remain still far from proper reporting, which in turn could support effective preventative responses and enhance cybersecurity. But why is this happening?
Research by the CYBERSPACE team attempted to provide the missing answers to the crucial question. Building on the previous research methodology, relevant policymakers, Small and Medium-sized Enterprises (SMEs), research centres and other stakeholders were invited to provide quantitative and qualitative data to identify the existing gaps and the factors behind them that hinder proper and effective reporting.

CYBERSPACE LEA Working Group | |
In November 2022, the CYBERSPACE LEAs Working Group was established and hosted its first meeting under the new leadership of the CYBERSPACE project, taking over from the CC-DRIVER project.
The LEAs working group is formed of member from numerous EU countries working in law enforcement, from different service background (Cybercrime Investigation and Operational Divisions, Digital Forensics, Intelligence Divisions, International Police Cooperation Depts, Project Management Divisions, etc).
Meeting #1 - November 2022
The LEAs working group members discussed the role of LEAs on EU-funded cybersecurity projects taking part in activities such as the evaluation of results, testing and demonstration of new developments and exploitation of project outputs. Group members also discussed the reporting of cybercrime and gaps and challenges to reporting cybercrimes.
Meeting #2 - February 2023
In the second LEAs working group meeting, the CYBERSPACE research findings on the ‘Gaps and Factors Analysis and Recommended actions on Reporting of Cyberattacks & Cybercrimes were presented.
Meeting #3 - June 2023
Findings from CYBERSPACE's work on practices, methodologies and technologies for enhancing LEAs’ cross border collaboration in the cybersecurity domain were discussed within the LEAs Working Group. In the second half of the meeting explored the challenges and capacities of LEAs to address cybercriminal use of encryption and deal with encrypted evidence during investigations.

CYBERSPACE Policy Working Group
Are you working in policy, academia or law enforcement and interested in making an impact to cybersecurity policies in Europe? Come and join the cybersecurity policy working group!
This working group will contribute to the CYBERSPACE's outputs on policy options in response to cyberattacks. CYBERSPACE examines the EU's policy options to respond to different forms of cyberattacks.
By joining the working group, you will gather with other stakeholders to consider scenarios and policy options regarding the EU’s cybersecurity posture. Your participation in this working group will involve engagement in brainstorming sessions, collaborative discussions, reviewing existing policy responses to cyberattacks, and co-drafting policy proposals to be considered by the European Commission (DG HOME).

CYBERSPACE project partner news | |
TECNALIA launches a large cybersecurity assessment laboratory to get ahead of European requirements for the electricity sector | |
CYBERSPACE project partner, TECNALIA, has set up laboratories that are pioneers in Europe, so that the electricity sector can get ahead of the requirements of the European Commission in cybersecurity testing of components and equipment. Digital transformation is changing the processes of energy production, distribution and consumption, but increased connectivity and deployment of digital technology also increases the need to protect critical assets from threats. These labs will support companies facilitating the adoption of 5.0 technologies in a secure and resilient way against cyberattacks.
TECNALIA also plans to achieve accreditation for IEC 62443-4-2 as per ISO 17025 in the coming months and for IEC 62443-4- 1 as per ISO 17065 by the end of the year, which will give it full ENAC accreditation for the certification of industrial control system components and their secure development process.

CYBERSPACE is proud to be part of the LEA Cluster, a network of twenty European Commission funded security projects: CC-DRIVER, COPKIT, CTC - Cut the Cord, CYBERCRIME EXIT, CYCLOPES, DARLENE, FREETOOL, HEROES, INSPECTr, LAW-GAME, LOCARD, NOTIONES, PREVISION, PROTAX, RAYUELA, ROXANNE, STARLIGHT, Tools4LEAS and TRACE.
Recognising that our projects have common stakeholders and similar objectives, the LEA cluster was formed with the aim of supporting research and innovation for law enforcement to be equipped to tackle organised crime and terrorism.
We are delighted to announce that the LEA Cluster has expanded and eight new projects have joined the cluster: ALIGNER, CEASEFIRE, DYNAMO, EU-HYBNET, KINAITICS, ODYSSEUS, POLIIICE and UNCOVER. We are looking forward to joining forces and work towards a safer future.

3rd Innovation and Knowledge Exchange Workshop organised by EU-HYBNET | |
The 3rd Innovation and Knowledge Exchange Workshop (IKEW) will take place on the 7th of November 2023 in Valencia, Spain (in-person).
The IKEW will present innovations identified during the project’s ongoing third cycle which correspond to the gaps and needs pan-European security practitioners face when countering hybrid threats. The workshop will serve as a forum where practitioners can engage with innovation providers. It will ensure the exchange of knowledge and information about innovations to increase the likelihood of future uptake.
